About this theme

Organisational culture plays a critical role in how housing and emergency services operate, influencing leadership, decision-making, staff wellbeing, and the safety of the communities they serve. Cultural norms and practices shape how risks are understood, how people are treated, and how organisations respond under pressure.

Through this theme, the Healthy Housing Initiative examines how organisational culture and leadership affect outcomes within housing organisations, Fire and Rescue Services, and related public services. Our work generates evidence to support healthier workplace cultures, strengthen leadership practice, and improve organisational performance and safety.

Our Work

We work in partnership with housing providers, Fire and Rescue Services, regulators, and policymakers to explore how organisational culture affects both workforce experience and public outcomes.

Our research focuses on:

1) assessing organisational cultures and leadership practices
2) understanding the links between culture, wellbeing, and safety
3) identifying barriers to inclusive and supportive workplaces
4) developing practical frameworks for cultural improvement
5) supporting organisations through periods of change and reform

Workforce Wellbeing & Inclusion

Examining staff experiences, belonging, psychological safety, and the organisational conditions that support wellbeing.

Decision-Making, Bias & Risk

Investigating how cultural environments shape judgement, bias, and risk management, particularly in high-pressure and safety-critical settings.

Learning, Accountability & Improvement

Understanding how organisations learn from incidents, feedback, and evidence to drive continuous improvement.

Developing frameworks and tools to assess culture and support organisations in delivering sustainable, evidence-informed change.
